- Technical-Economic Commission approval, Urban Planning Certificate stage — National Company Maritime Ports Administration Constanța.
- Issued by the Constanța City Hall, in accordance with the applicable urban planning legislation.
- Constanța Inspectorate for Emergency Situations approval — compliance with fire prevention and firefighting requirements.
- Environmental approval for implementing the project in the port area.
- Approval from the general designer of the Port of Constanța.
- Sanitary approval for the operation of the terminal.
- Ministry of National Defence approval — General Staff.
- Water management approval.
- Approval from the central authority in the field of transport.
- Building permit issued by the Constanța City Hall — all conditions met.
